A widely known Mormon conservative has circulated an information package that attempts to equate criticism of the church with attempts to advance a Communist conspiracy. From the liberal side has come a small book that argues that the Negro exclusion policy is not based on doctrine, but was started to meet political needs that were recognized by Joseph Smith, the founder of the Church of Jesus Christ of Latter-day Saints. The book, "Mormonism's Negro Policy: Social and Historical Origins," was written by Stephen G. Taggart, a graduate student at Cornell University. . . Mr. Taggart's book cannot be characterized as an attack on church policy. Rather it is an examination of historical evidence that demonstrates, as Mr. Taggart wrote, "The Negro policy and its attendant teachings all developed on an informal basis in response to historical circumstances rather than through revelation."
