El Escmo. Sr. presidente de los Estados-Unidos Mexicanos se ha servido dirigirme el decreto que sigue.

"El presidente de los Estados-Unidos Mexicanos a los habitantes de la republica, sabed:

Que deseando señalar en el año de 1829 el aniversario de la independencia con un acto de justicia y de beneficencia nacional que refluya en beneficio y sosten de bien tan apreciable: que afiance mas y mas la tranquilidad publica: que coopere al engrandecimiento de la republica; y que reintegre a una parte desgraciada de sus habitantes en los derechos sagrados que les dio naturaleza y proteje la nacion por leyes sabias y justas, conforme a lo dispuesto por el arti´culo 30 de la acta constitutiva; usando de las facultades estraordinarias que me estan concedidas, he venido en decretar.

1. Queda abolida la esclavitud en la republica.

2. Son por consiguiente libres los que hasta hoy se habian considerado como esclavos.

3. Cuando las circunstanticias del erario lo permitan se indemnizara a los propietarios de esclavos en los terminos que dispusieren las leyes.

Y para que todo lo contenido en este decreto tenga su mas cabal cumplimiento, mando se imprima, publique y circule a quienes corresponda.

The Esteemed Mr. President of the United Mexican States, you have kindly addressed me the following decree.

"The president of the United Mexican States to the inhabitants of the republic, know:

Desiring to mark the anniversary of independence in the year 1829 with an act of justice and national charity that benefits and sustains such an appreciable good: that more and more strengthens public tranquility: that cooperates in the aggrandizement of the Republic; and that it reinstates an unfortunate part of its inhabitants in the sacred rights that nature gave them and protects the nation by wise and just laws, in accordance with the provisions of article 30 of the constitutive act; Using the extraordinary powers granted to me, I have come to decree.

1. Slavery is abolished in the republic.

2. Those who until today had considered themselves slaves are therefore free.

3. When the circumstances of the treasury allow it, slave owners will be compensated in the terms provided by law.

And so that everything contained in this decree is fully complied with, I order it to be printed, published and circulated to those it may concern.
