Elder Boyd K. Packer states that the Church cannot take unneeded baggage from the Utah Church if it wants to move into other nations throughout the world.

Now, we are moving into those countries, but we can't move there with all the baggage we produce and carry here! We can't move with a 1947 Utah Church! Could it be that we are not prepared to take the gospel because we are not prepared to take (and they are not prepared to receive) all of the things we have wrapped up with it as extra baggage?
