William Appleby writes that Joseph found the Urim and Thummim with the plates of the BOM.

[T]his record was deposited in a hill called by the Nephites Cumorah, not far from this place ; that the Record was wrote in the reformed Egyptian, and that they could not be translated by the wisdom of this generation, but if he was faithful he should be the honored instrument in bringing it forth, and translating the same by the "Urim and Thummim" that was deposited with the Records
