We held a preliminary meeting at Church headquarters which included, among others, Dallin Oaks, Lynn Wardle of B.Y.U. who is recognized as a top legal scholar on this subject, Richard Wirthlin who was not yet a General Authority, and representatives from the Church Public Affairs Department.
